Internet connectivity in Papua still faces various challenges, primarily due to its remote geography and limited network infrastructure. Not all areas have access to fiber-optic networks or stable broadband, so residents often rely solely on cellular networks with inconsistent quality. This impacts daily digital experiences, such as video streaming, online learning, and long-distance communication, which are frequently disrupted by slow connections or prolonged buffering.
According to the Head of the Papua Provincial Communication and Information Technology Agency, Jeri Agus Yudianto, S.Kom, the Starlink VSAT internet service offers hope and a breath of fresh air for the community. Jeri explained that this service is ideally suited for Papua because Starlink VSAT technology can provide internet connectivity in areas with geographically remote conditions. He added that the launch of Starlink VSAT in Bali by President Jokowi and Elon Musk serves as proof of this technology’s readiness to reach remote areas, including Papua. With the arrival of satellite internet like Starlink, it is hoped that equitable digital access in Papua can be realized, opening new opportunities in education, employment, public services, and digital economic development in the region.
Starlink as a Solution for Fast and Stable Internet
Starlink’s satellite internet service has emerged as an alternative solution to address connectivity limitations in remote areas or regions where cable or fiber-optic networks are difficult to reach. Using Low Earth Orbit (LEO) satellite technology, Starlink delivers fast, stable internet connections with low latency, ensuring that digital activities such as video streaming, online conferences, and real-time applications run smoothly.
In a press statement on May 20, 2024, Minister of Communication and Information Technology Budi Arie Setiadi expressed his confidence that satellite internet services can serve as an alternative solution for providing internet access, particularly in remote areas. He noted that Indonesia’s geographical conditions—comprising over 17,500 islands and mountainous regions—present unique challenges in building digital network infrastructure. Satellite internet services like Starlink offer a solution to these challenges as they can reach areas that were previously difficult to access.
Currently, Starlink is available in 32 countries and has obtained official permits from Indonesia’s Ministry of Communication and Information Technology, including permits for Very Small Aperture Terminal (VSAT) services and Internet Service Provider (ISP) operations. A trial of Starlink’s internet service in Indonesia was conducted in Bali on May 19, 2024, marking the technology’s readiness to expand to other regions, including remote areas such as Papua.

Roaming Plan
The Roaming Plan is designed for users who travel frequently. With this plan, users can take their Starlink device anywhere and anytime within the Starlink service coverage area. It’s ideal for travelers or anyone who needs portable internet while on the go. Supports up to 128 connected devices, with speeds of up to 100 Mbps.
